Four pillars, one standard of service

ART provides expert sector-wide support and services, with a shared aim: to help deliver improved housing standards, compliance and management practices — creating, maintaining and improving safer, healthier and better-managed places for the people who call them home.

Our four core pillars bring together specialist expertise across consulting and training, project management, policy and research, and property surveys.

People · Places · Well-being

For housing practitioners, landlords and property professionals, robust management and compliance provide confidence that homes are being properly managed and maintained. For residents, good housing can be the difference between simply having a house and having a home that is genuinely safe, healthy and secure.

Housing and residential neighbourhoods

People

Housing conditions can directly affect health, safety and well-being. Identifying hazards within the home, understanding their potential impact on occupiers and applying appropriate standards helps protect residents and ensure homes are safe, healthy and suitable to live in.

Community places and neighbourhoods

Places

Well-managed housing depends on sound property conditions, effective maintenance and appropriate management. Assessing building safety, housing hazards and compliance with relevant standards supports the delivery of safe, sustainable homes and well-maintained residential environments.

Well-being and healthy homes in Wales

Well-being

Housing hazards such as excess cold, damp and mould, falls risks and fire can have significant consequences for physical and mental health. Effective assessment and management of these risks helps prevent harm, protect vulnerable occupiers and support healthier, safer living environments.

Independent, evidence based advice.

ART Property Compliance was founded by Alan Davies (BSc (Hons), LLM, MCIH, CEnvH), an experienced housing specialist with more than 25 years' experience across housing, environmental health, compliance, building safety, policy, research and project delivery.

ART brings together practical operational experience and senior consultancy expertise, supporting housing providers, local authorities, landlords, managing agents and public sector organisations with complex housing and property challenges.

The focus is to provide independent, evidence-based advice that turns legislation, standards and policy into practical solutions.

Focused on outcomes that work in practice.

Good compliance is about more than interpreting standards. It requires an understanding of people, properties, legislation, regulation and the practical realities of implementation.

ART brings together operational housing experience and senior consultancy expertise to help clients navigate complex issues, develop proportionate responses and turn policy and regulatory requirements into practical action.

Whether supporting a strategic review, delivering a project, assessing property conditions or developing guidance and training, our approach is independent, evidence-based and focused on outcomes that work in practice.
